The
Counties of Polk, Tillamook, Jackson and Deschutes are cooperating
in the further development of Polk County's A&T Package. The
A&T will fully support all aspects of the Assessment and Taxation
computer needs.
This
web page has been developed to enhance communication about the application
between the four county partners.

Ownership,
Cost of Software License,
and Hardware Support
I.
Ownership:
Ownership of the Assessment & Taxation program shall remain with
Polk County. Members of THE COUNTIES shall hold a right to use the program
and an interest in the revenue generated by future sales of program
usage.
The
members of THE COUNTIES are made up of Deschutes, Jackson, Polk and
Tillamook.
New
Counties will receive the use to all new enhancements and agreed programming
by THE COUNTIES through fiscal year 2004, as part of cost for license.
II.
Cost of Software License:
Cost
of software license to use the A & T program are estimates only
and are intended to be used as a guideline in helping those interested
parties in their decision process. These cost are for the license to
use the A & T program. Cost for support and conversion will need
to be factored over and above this cost.

The
software license will provide access and use to all applications currently
in use by THE COUNTIES, plus enhancements and programming scheduled
for the next two years by THE COUNTIES. Some of the programming for
the next two years will consist of a re-write of personal property valuation
application, development of commercial valuation application, manufactured
sales and ratio application, and Web Query support.
After
the 2004 fiscal year, all participating counties will share the cost
of future program development, enhancements or maintenance pool based
on a cost formula to be determined by THE COUNTIES.
IV. Support Provider:
This
A & T program is supported by Helion Software Inc., an independent
IS contractor located in Salem, Oregon. THE COUNTIES have an exclusive
contract with Helion to provide for conversion, programming and county
maintenance support through the year 2004.
